Unlike most things, fragrances are tested and regulated by the manufacturers instead of a public regulatory body. It is up to the manufacturers and the consumers who use their products to understand and trust that the perfumes are safe and meet safety standards that these manufacturers have set. Before you get concerned the manufacturer's safety committee does publish its code of practice and other standards online for consumers to freely scrutinize. Therefore, if a manufacturer of fragrance, that is a part of the regulatory body (the majority of fragrance manufacturers from perfume houses to the smells used in laundry detergents fall under IFRA or an agency similar to it), were to ship out perfume to multiple houses then you can be assured that the products have already been tested to ensure they are not hazardous.
I would assume, however, that if a commercial manufacturer had the desire to ship out free samples of perfume (which they probably don't do often due to the alcohol content that is commonly used in fragrances and due to people's allergies) they would need to be cleared by certain postal and shipping safety committees first.
Basically, you can't just go around mailing things to people all willy-nilly whenever you want, especially if it's something like a free commercial sample.
I have yet to see a small perfumer, that isn't a part of the major manufacturers, shipping out free samples of perfume to random people who didn't ask for them first.
